CASE STUDY - Online Employment Exchange, Govt. of Haryana

Haryana Govt's Online Employment Exchange Portal.

    The department administers the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, which is a Central statute and the Rules framed there under.

    At present, 55 Employment Exchanges are functioning in the State, categories of which are as follow:

    • State Employment Exchange Haryana at Panchkula,
    • 4 Divisional Employment Exchanges,
    • 17 District Employment Exchanges,
    • 30 Sub Divisional Employment Exchanges and
    • 3 University Employment Information and Guidance Bureaux.

    The Employment Exchanges perform mainly three types of functions viz.

    • Registration of applicants and their placement
    • Providing vocational guidance to job seekers
    • Collect employment market information data from establishments in the organized sector

    Team Trigma works with the department personnel and comes up with an effective online web based solution that serves the main functionality of the department.

    Objective:

    "To convert the Employment Offices into Centres of Excellence for Empowerment of Youth"

    The portal provides online registration, renewal and updation for job seekers; online data base of about 2 Lakhs jobseekers for prospective employers facilitates manpower planning and analysis through effective implementation of Employment market Information and promotes coordination between manpower supply and demand by rendering assistance to job seekers through Vocational guidance.

    In order to provide a transparent, efficient, quick and complaint free service, networking of the Employment Offices in the State has been undertaken. 

    The objectives are:- 

    • To allow online registration with Employment Offices, online updation, online renewal of Employment registration for job seekers.
    • To develop data bank of highly qualified candidates from the Live Register of Employment Offices.
    • To allow the private sector employers an easy access to the data base to fill up vacancies arising in their establishments.
    • To provide online information on application deadlines, hot track and future trends in Employment.
    • To facilitate man power planning and analysis through effective implementation of EMI.
    • To promote employability of students and Job seekers through Vocational Guidance.

    Following online applications have been developed under this web based solution:

    We at TRiGMA have developed and implemented various e-Governance modules in Employment Department – Employment Exchange and Overseas Placement Bureau. The modules implemented are purely web-based using PHP & MySQL with customizable work flow having interface for Public/Citizens and separate interface for employees:

    All of the above modules have very tightly integrated document management and Public/Citizen interface allowing Citizens to directly access any of the modules and apply online.

    It is expected that this will help match the requirements of employers against employee database. It is also expected that this will have mechanisms to provide valuable guidance and career counselling to the unemployed, and facilitate online registration of vacancies by employers.

    Under this module a candidate can resister themselves and upload all the related documents. On successfully registration a candidate can search a job relate to his profile.

    Under this module an employer can register himself under the exchange. After successfully registration they can post the jobs and can search the candidates matching their job profile.

    As of now, a consolidated list of coursers is made available on the website. Discussion is going on to implement the tree – based structure with an interactive user interface.
