CASE STUDY - Haryana Labour Department's Online Portal

The first of its kind G2B web portal of Labour Department of any State in India.

    Trigma’s zeal and Haryana State’s Labour Department’ commitment towards providing e-fficient, e-ffective, e-xcellent government anywhere anytime has led into development of a unique and only of its kind online application in the country for the Labour Department.

    So far the Online Registration of Shops and Commercial Establishments, Online Registration of Factories, Monthly Progress Reports and BOCW activities have been made live. Many more modules are in development phase.

    The portal is a step forward of the department to improve the interface with the citizen of Haryana and also provide vast array of services in easy and friendly manner. Already more than 70,000 shops and commercial establishments and over 2,000 industrial units have benefitted from the project and State of Haryana has collected over Rs. 1 Crore as registration fee. The scale of application can be gauged from the fact that the benefits of online registration of shops and factories are expected to extend across Haryana to more than 10 lakh Shops and 15000 Factories.

    The anticipated benefits of e-government include efficiency, improved services, better accessibility of public services, and more transparency and accountability.

    Through this project we are undertaking following activities focused towards providing complete end-to-end e-Governance solution:

    • Performa Computerization: Automation of all the forms/proformas of Labour department so that they can be filled and submitted online.
    • Online Reporting and streamlining: Reporting of the entire Labour department official online with minimum fuss. All the Haryana Labour department officials can login and report their attendance and queries making the whole process of governance streamlined and more efficient and productive.
    • Online Approvals: All the department approvals through the designated officials. All the approvals or validation done on paper will be automated and the designated officials can review and take action accordingly.
    • Online Alerts: for upcoming verification or expiry of certifications and other important events of labour department. Online alerts will be sent to all the officials in charge of various verifications and other important deadline based tasks.
    • Registration of factories and Shops online: All the factories can register online using e-registration facility which will streamline the whole process and will save loads of time and make the system more transparent.
    • Minimum wages procedure implementation: module to calculate minimum wages and implementation of the above in an organization. A calculator will be developed which will use all the parameters like skill level, age, sex, occupation and working hours to come up with the minimum wages defined by the Haryana Labour Department.
    • Inspection & verification online: Module for Labour officials to log their inspection and verification details. Labour officials conducting inspections and verifying the details of the registered organizations for various certifications and also for health and safety compliances will be logging their detailed report which will be available to respected officials. This is one of the most important module identified as this module will not only streamline the process it will be very transparent in its approach.
    • Self certification: Module for organizations or industrial units for self certification for further verification by Labour inspector. This is another important module through which organization and industrial units can apply for self certification for various compliances by adhering to Labour laws and acts. This certification will be later verified by the visiting Labour Department officials.
    • Industry safety norms and compliances: Module to get certification by self assessment of Industrial safety norms and compliances for further verification by the Labour department. This module will certify organizations for adherence of various health and safety laws. This will again be verified by the visiting Labour Department Officials.
    • Grievances and complaint: Module for individuals and organization for reporting or lodging any complaint regarding their employee; employer or Haryana Labour officials. In this module grievance regarding under pay, bonded labour, exploitation by employer, leave grievance, misconduct by employee, harassment by Labour department officials and various other complaints and grievances will be lodged.
    • Child labour reporting cell: This module will deal with the reporting of any child labour incidents. Any child under the age of 14 cannot work under child labour act. It can include links to various NGO’s dealing with taking care of children.
    • Labour department Enactments: List of all the Labour department enactments and the provision of submitting forms used for each of them. All the Central and state government enactments and law implemented by Haryana Labour Department.
    • Labour courts: This module will contain all the recent judgments of Labour courts of Haryana and will also include upcoming cases.

    Benefits

    Talking about the benefits of using e-Gov portal, the first and foremost it is very, very, very convenient.

    • Turn-around time-It decreases the turnaround time through fast file processing which is economically advantageous.
    • Online payment-no need to line up in long queues anymore, payment can be done online through credit/debit/master card.
    • Offline payment-we also have the service for offline payment which can be done through treasury or generation of HDFC bank slip.
    • Security – all services are designed to be secure, only the applicant and the receiving Government Department can access the information.
    • Speed – our e- Gov services removes the need to travel to Government buildings, telephones for information. It also allows Government to become more responsive and deal with the submissions faster.
    • Accountability-Through our improved accounting and record keeping services information and forms can be easily accessed, equaling quicker processing time.
    • Transparency- Since transparency involves sharing of information i.e. most decisions of officials, and important rules and regulations are in the public domain which thoroughly reduces chances of corruption, nepotism, favoritism.
    • Enhanced Streamlining-Applications are organized & simplified in order to make them easy for the users.
    • Increased computer literacy amongst the staff
    • Confirmation - Confirmation that the form has been received is sent to the applicant via email.
    • Less risk involved-Online submission of forms reduces the risk of forms getting misplaced.
    • Flexible- Applications can be made at any time – 24 hours a day 7 days a week, up until the closing dates.
    • Downloads-forms and various information regarding the department can be downloaded by the people.
    • Convenience – We allows citizens to interact with computers to achieve objectives at any time and any location, and eliminate the necessity for physical travel to government agents.
    • Savings-It Saves time, space, energy, money, efforts, person-hours & paper work.

    Following is a visual comparison of pre-and-post project implementation scenario for the registration of shops and factories with the Labour Department of the State of Haryana. With the help of flow-charts we have tried to show how are the core activities of the department being modified and made more efficient through our solution.
