Government of India along with the involvement of various State Governments has stepped up efforts to ensure that all Government Web Applications and Web Portals are as per the WCAG guidelines so as to increase the usage of these by citizens with varied abilities.

Written by the W3C - World Wide Web Consortium, the Web Content Accessibility Guidelines (WCAG) 2.0 are internationally accepted standard for web accessibility. The WCAG 2.0 standards and guidelines will help ensure that people with disability are not left behind by the rapid growth of the Internet. These new standards will improve the ability of people with a broad range of disabilities like blindness or hearing impairments and older people with changing abilities due to ageing to take up those opportunities and engage with the Government via Internet.

In essence, WCAG 2.0 specifications contain fourteen guidelines which are general principles of accessible design. Each guideline is associated with one or more checkpoints describing how to apply that guideline to particular features of Web pages. These guidelines not only make pages more accessible to people with disabilities, but also have the side benefit of making pages more accessible to all users, or to users using different browsers or one of the emerging handheld or voice-based computers. Each principle contains 12 guidelines, with each guideline containing a number of success criteria pertaining to A, AA or AAA conformance.

One of the key facts that should be understood when attempting to comply with WCAG is that there are three different conformance levels. The minimum conformance level is “A,” the intermediate conformance level is “AA,” and the highest conformance level is “AAA.” The higher conformance levels AA and AAA signify better accessibility of a website.
